Mr. Brown is President and Chief Executive Officer of SMS360.

Mr. Brown’s portfolio of work includes over 20 years in the engineering, manufacturing, installation, maintenance and delivery of commercial MEP systems for large profile clients such as: Washington Dulles International Airport, University of Pennsylvania, Geisinger Medical, US DOD and Penn State.  He has received awards from the U.S. Small Business Administration (Eastern Pennsylvania Minority Contractor of the Year, 2015), Greater Philadelphia Chamber of Commerce (2015 Technological Excellence Award), INC 500 (229 Fastest Growing Privately Held Company in the U.S. 2015, 4th Fastest Growing Construction Company), African American Chamber (Game Changer Award, 2016).

Mr. Brown is a contributing member of the American Society of Heating, Refrigerating and Air-Conditioning Engineers, a member of the Society of American Military Engineers, a senior member of the Association of Energy Engineers, and a Certified Energy Manager. He was a Pennsylvania and Philadelphia Past Board Member of the Sheet Metal and Air-Conditioning Contractors National Association where he is a member of the national legislative committee and the taskforce responsible for developing the standard for total system air leakage for HVAC air distribution systems.  He is a past Board Member of the Philadelphia Industrial Development Corporation (PIDC) and a past Foundation Board Member of Philadelphia Community College. Mr. Brown is a past co-chair of the supplier platform for the Consortium for Building Energy Innovation (CBEI), a Department of Energy innovation hub. He is a Board Member of the Greater Philadelphia Chamber of Commerce. He currently chairs the committee for Real Estate and Construction for the Philadelphia Regulatory Reform Commission. Mr. Brown holds two Bachelor’s Degrees in Mechanical Engineering and Spanish from Florida State University and a Master’s in Business Administration from Saint Joseph’s University where he graduated top of his Executive MBA class. He is also a graduate of the first cohort of Goldman Sach’s 10,000 Small Businesses program in Philadelphia.

Robert Bevins, PE, PMP, F. SAME

Director of Federal Programs

Mr. Bevins is the Director of Federal Programs for Pennoni.

He provides senior leadership and program management for environmental, emergency and engineering services, as well as for geographic master planning and construction management. His portfolio is comprised of multiple federal agency clients. As a 29-year veteran and Captain in the US Coast Guard, Mr. Bevins is an expert in government facilities planning, design, construction, repair and public works services, having executed projects and run facilities throughout the US and its territories. His wide breadth of experience also includes numerous leadership roles in the acquisition, design, maintenance, repair and logistics support of ships and IT systems. Throughout his career he has championed the inclusion of design elements in acquisitions that ensure sustainability and maintainability throughout the life cycle of system assets.

Mr. Bevins a Professional Engineer and Project Management Professional. He has a Master’s Degree in Civil Engineering and a Master’s Degree in Business Administration from the University of Illinois. He is trained in Incident Command System, ICS 100, 200, 300, 400, 700 and 800 series and OSHA 1920.120 e3 ii & iii trained 40-hour. He is a Fellow of the Society of American Military Engineers (SAME) actively involved at the local and national levels.
Representative projects include 1) USCG Group North Bend Upgrade Physical Security after 9/11, Project Manager, 2) USCG New York City, NY – Directed, scheduled, monitored 136 person workforce responsible for maintenance and repair of 3,000,000 SF of offices, housing, historic structures and waterfront facilities. Facilities Maintenance Manager; 3) Washington DC, Facility Assessment and Capital Planning Tools – Developed metrics for facility importance and security; combined with metrics for suitability, capacity and condition and displayed using Building Information Models to create project prioritization methodologies and to improve communication with stakeholders and provide value to operators. Project Manager; 4) USCG Base San Juan, PR Facility Upgrades – Oversaw contracts for the design, construction and commissioning of piers, boat ramps, security checkpoints, facility-wide utilities, storage buildings and barracks. Richard D. Roberts, PE, SECB

Vice President and Chief Engineer

Mr. Roberts is Vice President and Chief Structural Engineer at Pennoni Associates. He is a Professional Engineer and NCEE certified. His engineering experience includes strong emphasis in structural design and management for a wide range of commercial, institutional, and industrial projects. He has coordinated design efforts from schematic phase to project completion with architects, owners, consultants and contractors on a variety of projects. His project experience includes high-rise building structure design, deep foundation design, and evaluation and modifications of existing and historic structures.  He has a BS, Civil Engineering, Drexel University and a BA, Liberal Arts with Architecture (Minor), Virginia Polytechnic Institute and State University.  Mr. Roberts has experience serving as an expert witness and providing expert testimony on several cases involving structural concerns.

Alan Llyod, CIH, CSP, ENV SP

Associate Vice President

Mr. Lloyd, a Certified Industrial Hygienist and a Certified Safety Professional, has been providing environmental and industrial hygiene consulting services since 1998.  Mr. Lloyd is considered an expert in industrial hygiene and safety related issues while also holding a master’s degree in Environmental Management. His comprehensive knowledge of Environmental, Health and Safety (EHS) issues make him a valued asset to any project.  Certified Industrial Hygienist, Certified Safety Professional, and a Envision Sustainability Professional.

At Pennoni, Mr. Lloyd serves as the firm’s Principal Industrial Hygienist as well as an Associate Vice President. In addition to his administrative roles, Mr. Lloyd remains heavily involved in the technical aspects of projects.  He is responsible for conducting asbestos building surveys, abatement oversight and air monitoring, Indoor Air Quality Investigations (including mold assessments), lead-based paint investigations, air permitting, noise evaluations/mapping, exposure assessments, and health and safety planning.  Mr. Lloyd is the Corporate Health and Safety Officer for Pennoni and manages four industrial hygiene groups in the company: Haddon Heights, NJ, Newark, NJ, New York, NY, and Clearwater, FL.

Paul Noursi, PE, LEED Green Associate

Senior Engineer

Mr. Noursi serves as a Senior Engineer with over 32 years of experience in civil engineering, including stormwater management, storm drain systems, erosion and sediment control, roadway plans and profiles, earthwork, grading, water and sewer extensions, utilities, hydrology and hydraulics. Mr. Noursi has an established track record of successfully managing and completing large complex multi-disciplinary projects on schedule and under budget; and he has managed civil engineering and multi-disciplinary public and private development and infrastructure projects ranging from small residential subdivisions to large public infrastructure projects and commercial and institutional facilities. Responsibilities have included overall engineering, project management and program management including construction administration services; preparation of SWPPP VPDES permit documents; and coordination with owners, developers, contractors, and a wide variety of interdisciplinary sub-consultants and regulatory agencies.    He has a MS in Engineering Management from the University of Maryland.  He is a licensed Professional Engineer and a LEED Green Associate.

Mr. Gould is a Senior Mechanical Engineer with over 15 years of experience in the field. His experience ranges from commercial and industrial to institutional projects, including a one million-square foot replacement hospital down to small 2,000 SF retail fit-out projects. Mr. Gould has experience managing projects across all disciplines, and interfacing with clients, end-users, construction managers, and contractors. Doug Kennedy, PE

Traffic/Transportation Engineer

Mr. Kennedy has extensive experience in multiple aspects of transportation planning and traffic engineering, including traffic impact studies, preliminary roadway alignment/corridor studies, roadway mitigation recommendations, spot improvement feasibility studies, and parking/signal studies. He has worked on a variety of projects ranging from Site Access/Land Use Feasibility Studies to detailed turn lane and complete street design concept alternatives. He has over 30 years’ experience in transportation, including master plan, parking and gate security efforts for the Federal projects.  He also annually teaches a continuing education introductory class in traffic studies and intersection design for localized applications of AASHTO standards through the Engineers and Surveyors Institute (ESI) and is a Board member of the Northern Virginia Transportation Alliance.

Matthew Quackenbush

CAFM, GIS Specialist

Mr. Quackenbush serves as a Computer Aided Facilities Management/GIS Specialist in the Pennoni Technology Solutions Group. Mr. Quackenbush oversees GIS data management and application design for the firm. His responsibilities include working across multiple disciplines and departments to assist our efforts to enhance our asset management relating to GIS projects and software.

He is skilled in ArcGIS Desktop, ArcGIS Online, QGIS, Adobe Illustrator, Photoshop and Rhino as well as ENVI, IDRISI, MapBox, Carto, Google maps, Leaflet, MapBox, and OpenLayers. He is experienced in the following coding languages including SQL, R, Python, ArcPY, CSS, HTML, and JavaScript.  Mr. Quackenbush earned a Professional Science Masters in Geographic Information Systems from Temple University.

Mr. Haynes is a Professional Land Surveyor with nineteen years of experience in providing surveying services to private development and governmental clients.
